No one from Africa for example can immigrate to the US temporarily without showing sufficient proof that they will return to their country of origin. If applying to be legal permanent resident, the visa applicant needs to prove among other things that they will not be a charge to the US government, either by showing that they have enough money saved, or have secured employment in the US that pays sufficiently to exclude them from means tested benefits, or they have an Affidavit of Support from one or multiple sponsors who can guarantee by showing proof of employment and tax return that they have enough income to support the applicant for a number of years.
